A stringent listing of systemic characteristics of distance education has been proposed where by only those institutions exhibiting certain academic and administrative peculiarities, which reflect in discussion about physical plant, are considered to be distance education institutions for the purpose of this study. Global statements about distance education as a whole are rarely valid and most general statements must be hedged with qualifications. This paper tries to provide a classification which may be used with some confidence.
